Cell C confirmed in text messages to its clients that its WhatsApp promotion will be extended until the end of March.

Due to popular demand, Cell C is extending the Free WhatsApp promotion until 31/03/2015
Cell C’s WhatsApp promotion provides the messaging service without incurring data charges to its contract customers as well its MegaBonus prepaid users. The deal applies automatically to these users.
Cell C’s CEO Jose Dos Santos explained Cell C’s thinking behind its WhatsApp promotion:
WhatsApp is one of the most popular over the top services on our network. We know that our customers are using it extensively to keep up with family and friends and we could not ignore the opportunity to add value.
The promotion started on 19 October 2014 and was a first for a South African mobile service-provider. The promotion was originally only intended to run until 31 December 2014, but has now been extended due to its overwhelming popularity.
Brain Acton, co-founder of WhatsApp has stated that:

The WhatsApp promotion allows users to send and receive messages, pictures, videos and voice messages, all for free. This means that you can use WhatsApp anywhere, any time without incurring any data charges that are usually associated with the app.
